The Imperial Public Library is west of the Imperial City and is located across the road from the Wawnet Inn. The Library is a large three-story structure and a basement below-ground. The entry floor is a two-story continuous interior space with lots of tables and chaires, bookshelves, books and plenty of food and drink to be had in the upstairs restaurant area. A door from the first floor area takes you into the basement, where a goblin janitor waits to make his rounds every night from midnight to 5AM. A door from the second floor takes you to the third floor area, which is intended as private living quarters for the librarian NPC's.
The Render Window shown at left reveals a distant view of the two-story main cell of the Library. It is composed of many cubicle elements pieced together to make a contiguous interior space.
The Object Window is the listing of the main Oblivion database and all of its objects.
The Cell View window is a listing of cells – these may be existing interior cells or existing exterior (outdoor) cells.
You can see that the “IntrepidaciousLibraryMainFloor” is the active cell as seen in the Render Window. (“Intrepidacious” is just a prefix I use to keep any of my unique objects and cells uniquely named so that there’s no chance of conflict with items in Oblivion's database.)

Shown left and right is the Render Window only, showing two views of the LibraryBasement cell. You can seethe yellowarrow which amounts to a North Marker; it helps keep the game’s directional orientation correct for the player. You can see the doorway that brings you into the Basement cell from the Main Floor cell. The yellow marker in front of the door is a marker that tells the game where to “spawn” the player’s character when entering the cell.
Without careful placement of the doormarker, the character could spawn inside the door, or even outside the cell -- very immersion-breaking!

This is the small square room seen in the first Basement image earlier. A couple of rats and a little goblin can be seen. The goblin is the first non-player-character (NPC) I’ve introduced for the Library. He is a bit of a runt compared to other goblins in the game, so he’s sought out a safe life as the Library janitor. It keeps him away from the brutal tribal mentality of Oblivion goblins.
There doubtless will be many more such NPC's; two librarians will be needed as well as an assortment of NPC patrons who come and go at various times, chat with each other, and generally help to add life to the Library.
The Goblin was created for the Library by copying an existing goblin creature from the Oblivion database, creating a newly named goblin object. That allows me to edit all of his characteristics (behavior, schedules, etc.) without affecting existing goblins in the game. He was scaled down 20% smaller than normal.
I’ve opened the Reference window (shown at left) and clicked on “Edit Base” to edit the new goblin object I’ve created. I can use the Creature window to edit stats and characteristics, create and modify AI packages, add scripting, and create new dialogue.
The exterior structure is placed into the ground west of Imperial City, near Wawnet Inn. Trees, plants, flowers, wildlife -- anything I want around the building which isn't already there needs to be added. I try my best not to move or alter pre-existing objects, and anything I do have to move just gets shifted one way or the other to make room.
Careful placement can require just moving a couple of trees and rocks, thereby preserving the original landscape as much as possible.
This exterior structure is significantly larger, proportionately, than similar buildings in Cyrodiil, so it is probably best suited to its position outside town.
